The Libre RISC-V project is creating a completely free SoC. The project was initiated by the European Commission, and is financially supported by Internet pioneers NLNet and the Next Generation Internet initiative of the European Commission for a total of €50,000.
The aim of the project is to design a small SoC of CPU, VPU and also a GPU, which is mainly based on the free instruction set RISC-V. The hardware design itself should be licensed completely free. The NLNet Foundation is one of the pioneers of the Internet in Europe and co-founded the AMS-IX.
