Todd Moore is the SVP of Community Operations for the Linux Foundation family of foundations. With roots back into the early days of open source and standards, he has been a leader in developing open source into what it is today. He has served as board chairperson for both the CNCF and OpenJS boards and as a member of others. With extensive experience at IBM in both hardware and software, he has collaborated across the industry to establish many of the leading open projects and communities that serve us all today.

Andrea Gallo
Vice President of Technology
Andrea Gallo heads up the Technical Activities at RISC-V International with a mission to facilitate the technical vision, cultivate stakeholder engagement, and drive the strategy in a deeply engaged collaboration with RISC-V members across workgroups and committees and growing the adoption of the RISC-V Instruction Set Architecture. Prior to RISC-V International, Andrea held multiple roles at Linaro starting all Arm datacenter engineering activities ground up from firmware to complex cloud workloads, later as VP of Segment Groups he oversaw verticals from IoT to HPC including smartphones, and AI/ML. In his last years at Linaro he served as executive VP of Business Development, managing all membership contracts and starting new collaborative projects from automotive to Windows on Arm. Prior to Linaro, Andrea was Fellow at ST-Ericsson for smartphones and application processors and served as the first member representative in the Linaro TSC. Over the years at STMicroelectronics he consistently led the optimisation of hardware-software architectures for new ICs and set up remote teams in India. Andrea holds a University Degree in Telecommunication and speaks fluent French and English, in addition to his native Italian.

Andy Moore is the Director of Marketing for RISC-V International, driving awareness and adoption of RISC-V and its incredible member ecosystem. Prior to joining RISC-V, he worked for Arm, with extensive experience marketing processor IP into the Automotive, Embedded and IoT domains, including the delivery of content, events, keynote presentations and product launches. Andy has 15 years experience in electronic engineering and embedded software development, working at Philips Research Laboratories, on his own as a freelance engineer, then leading a team developing demonstrations of new technologies at Arm.

Isaac Chute

Director of Software Ecosystem
Isaac Chute joined in March 2023 as a Director of Software Ecosystem, RISC-V. He comes to us with over 20 years experience in the UNIX, Storage and Linux spaces. Isaac led Red Hat’s Engineering Partner Management team for over a decade during which time he worked with the partner community to enable various silicon to run Red Hat Enterprise Linux, such as x86, PPC, s390 and Arm. He also helped Red Hat to expand its engineering engagements with the major cloud and teclo vendors. Isaac is very excited to be part of the RISC-V Foundation and help drive enablement of the software stack and adoption of this new platform. During his free time Isaac plays the Highland Bagpipes as well as singing opera.

Rafael Sene joined the Linux Foundation in November 2022 as a Technical Program Manager for RISC-V International. He spent most of his career at IBM literally working as a full-stack engineer, from low level development and code analysis up to the cloud, wearing different hats and playing different roles. In addition, he also led academic outreach initiatives focused on maturing the ecosystem around the IBM POWER processor architecture. He is a lifelong learner and holds a Bachelor of Computer Science, 2 MBAs and many other specializations. Last but not least, he is a mountain-biker.

Kersten Richter joined the Linux Foundation in January of 2024 as a Senior Documentation Architect for the RISC-V International team. In her previous life, she worked at IBM on several different projects, including AS/400, Linux on Power, and IBM Cloud. Kersten holds a Bachelor’s of Science degree in Scientific and Technical Communication from the University of Minnesota. With over 25 years of experience, Kersten is a proud supporter of clear, concise documentation and the Oxford comma.
In her spare time, Kersten enjoys walking her dogs, reading, and writing. You can find her children’s books online at various sites. She lives in Minnesota with her family.

Jeff Scheel joined the Linux Foundation in May 2021 as a Technical Program Manager for the RISC-V Foundation. He brings over 30 years experience in the Software Engineering industry, spending most of his career at IBM where he predominantly established, grew, and led Linux for IBM Power Systems. Other experiences included I/O adapter firmware development and logical partitioning (LPARs) for the AS/400. He was a charter member of the OpenPOWER Foundation, serving as the Chair of the System Software Work Group and the Technical Steering Committee.
Jeff holds a Bachelor’s of Science in Computer Engineering from the University of California at Davis. He also has work experience with HP and Canonical. He loves open source development and world-wide innovation.

Greg Sterling joined in January 2024 as a Technical Program Manager, RISC-V. He has over 20 years of experience in release engineering for UNIX and Linux. Greg led a global release team at Red Hat, responsible for the releases of the entire product portfolio. Greg also worked on the Corporate Development and Strategy team, helping to expand Red Hat into new cloud markets across multiple architectures including x86, Power, System Z, and Arm. Greg is excited to work in the RISC-V International team to help expand the platform’s global impact. In his free time Greg enjoys music production, painting, and experimenting with new technology.

Bill joined RISC-V International in January of 2022. He came from Seagate where he worked on the verification team for their RISC-V cores. He worked for intel for much of his career. And he has also worked for IBM, Verilab (an RTL verification consulting group) and Starkey Hearing Technologies. He has lived in Chanhassen, MN, for the past five years where he is learning to adapt to the cold (Oct-Apr) and the mosquitoes (May-Sept). Prior to moving to Minisoda, he lived in Oregon for 30+ years.
Bill is a Formal Verification Engineer. (No it doesn’t mean he wears a tux.) He is working on the formal definition of the RISC-V architecture in the hopes that some day we can have a self-consistent, provable definition of the architecture.

Bill is the Documentation Build & Release Engineer for RISC-V International. Bill has over 25 years of experience in analysis, technical writing, community management in and around software and hardware. In particular, he has been involved in the Embedded Linux world for over 15 years providing system administration, community management and developer advocacy centered around the elinux.org elinux.org community. Bill has had numerous roles writing both technical content and non-technical content for various Linux and Open Source initiatives for companies such as Montavista, Renesas and Texas Instruments. Working as an independent contractor for 15+ years Bill comes to the RISC-V team most recently from a contract with Texas Instruments maintaining their Engineer to Engineer (E2E) portal. Bill has a keen interest in documentation for open source projects and the tooling to support it.

Nadime joined RISC-V International in January 2025 as a Formal Verification Engineer. He holds a Master’s degree in Computer Science from Humboldt University of Berlin, where he specialized in computer architecture with a focus on RISC-V. Following his studies, Nadime worked as a Research Engineer at Huawei’s Hardware Design Team, conducting research on Coarse-Grained Reconfigurable Array (CGRA) architectures.
Passionate about the open-source and open-standard movements, Nadime is dedicated to developing tools that are open, accessible, and empower individuals worldwide to participate in the design and verification of next-generation microchips.

Matthew joined RISC-V International as Senior Technical Product Marketing Manager in January 2025. He works on industry specific marketing activities to accelerate the adoption of RISC-V across vertical markets, including Automotive, HPC, AI and others. His background is primarily in product management and marketing roles with device OEM/ODMs across the consumer, commercial and industrial electronics sectors. He also has recent experience working as an industry analyst and managing the competitive and market Intelligence function at a leading Semiconductor IP vendor.

Prashanth joined RISC-V International in January 2025 to contribute to
the formal specification of the RISC-V ISA. He previously worked in
research and development at SRI International and Nokia Research.
Shortly before joining RISC-V International, he moved to Minnesota
from Vermont, as the Brave Little State was not cold enough.
