
RISC-V International, the non-profit organization behind the RISC-V open standard, today announces the appointment of industry veteran Tom Gall as its Vice President (VP) of Technology.
In this hands-on role, Gall will define overall technical strategy for the RISC-V Instruction Set Architecture (ISA), strengthen stakeholder engagement, and nurture RISC-V International’s global membership through ever-greater collaboration.
“Collaboration has long been the driving force behind RISC-V’s growth, and no-one understands the power of collaboration better than Tom”, says RISC-V International CEO Andrea Gallo. “He has built a career around fostering partnerships, from early-stage startups to would-be competitors, academic institutions to global tech giants. I’m thrilled to welcome his proven leadership and strategic counsel, grounded in deep technical expertise and always leading by example, to RISC-V International.”
Following an accomplished 20-year career at IBM, Gall joined open software engineering consortium Linaro. There, as Senior Director of Ecosystem Engineering, he spearheaded cross-industry strategic initiatives aimed at advancing performance and efficiency across the software ecosystem. These included the Kernel Working Group, Toolchain Working Group (LLVM and GCC), and several vertical-focused task groups, such as the Linaro Data Center Group (focused on enablement of RISC-based servers and cloud infrastructure) and the Linaro Consumer Group, working alongside leading consumer electronics brands to improve the Android operating system experience for end users.
The Spirit of Open Collaboration
“Having worked across many architectures, open standards and consortia over the years, I’ve seen what can be achieved through open, community-driven collaboration”, says Gall. “Joining RISC-V now feels like the right time to put my experience to work where it can have the greatest impact – whether that’s boosting adoption as the ISA matures, helping our members navigate the latest compliance work or advancing the timely ratification of key extensions like matrix and security.”
RISC-V Summit North America 2025, held at the end of October, enabled Gall to engage with the ecosystem in person. “Summit was a fantastic opportunity for me to connect first-hand with so many brilliant minds who have built, and continue to drive, this vibrant community,” he says.
“I’m looking forward to working alongside our members to champion the RISC-V ISA as the gravitational center of the open computing universe.”
