Fragmentation can be one of the biggest challenges facing open source architectures, including RISC-V.
There are three points that users need to seriously consider when adding instructions for their application: First, the developer should set the standard expansion instruction set to be generic and compatible. Second, the RISC-V instruction set reserves space for users to develop their idea while working with the standard instruction set. Lastly, developers can apply to the RISC-V Foundation and use the ISA as a standard extension as long as he or she has the unanimous approval of the members.
