The Nikkei News reported that the open source architecture RISC-V ISA can be used freely by anyone in the world. Chinese companies are paying more and more attention to this architecture and think it is a potential alternative to Intel (Intel Cop.) and Arm. Kevin Wolf, former assistant secretary of the US Department of Commerce, said that technology that has been publicly released for anyone to use is not regulated by the US Export Administration Regulations (EAR) and is not subject to the list of entities. RISC-V is a public category and is a potential chip replacement for Huawei.
